City council puts a political pressure on FoE Crotia because of Varsavska street

FRIENDS OF THE EARTH CROATIA CONDEMNS CITY COUNCIL'S USE OF POLITICAL PRESSURE IN BATTLE FOR VARSAVSKA STREET

Green Action/Friends of the Earth Croatia has exposed a series of fees imposed by Zagreb City Council during recent months which could cost the organisation around EUR 70 000 and threaten its closure. The measures appear to be aimed at putting pressure on the organisation as a result of its campaign against the Cvjetni city centre redevelopment project and the construction of an entrance ramp for an underground car park in Varsavska Street pedestrian zone.

"We'd like to think that these are just bureaucratic mistakes, but as our official requests for clarification to Mayor Bandic and Director Jelavic have gone unanswered we can only assume that these measures costing us up to EUR 70 000 are pure political pressure as a result of our campaign to save Cvjetni Square and Varsavska Street pedestrian zone", said Green Action's President, Tomislav Tomasevic.

Riot police arrest 23 in night raid on peaceful protest against the destruction of Zagreb pedestrian zone


At 03.30 this morning around 100 riot police arrested 23 activists from Green Action and the Right to the City initiative in Zagreb, Croatia. The raid took place just hours after 4000 people turned out in snowy conditions to protest against turning part of the pedestrian zone into a ramp for an underground garage planned as part of the Cvjetni shopping centre and luxury flats development in the old part of Zagreb.






The operation aimed to remove the accommodation container which the groups had put on Varsavska Street pedestrian zone as a 24-hour info-point in order to block the beginning of works on the ramp, which is still under legal dispute. Activists inside of the container and on the roof peacefully resisted removal by locking themselves together using arm tubes, and were arrested after the fire brigade cut the tubes. Around 50 more activists blocked the road exits of the lorry carrying the container but were also removed by the riot police.

Croatia violates Aarhus Convention

Slika s akcijeRepresentatives of the Ministry of Environmental Protection, Physical Planning and Construction confirmed last Friday that they are refusing to withdraw the disciplinary process against Green Action/Friends of the Earth Croatia while Croatian Government so far remains silent about the whole case. Therefore it seems that Green Action will have to face Ministry accusations at court whose verdict could, in the worst case, threaten the NGO with the fine of 800 000 hrk (or approximatelly 110 000 euros). Numerous Croatian and foreign NGOs are giving their public support to the Green Action. Justice and Environment (Network of European environmental law organizations) also expressed their support to Green Action and stated that such exercise of rights from the Croatian state authorities represents violation of the Aarhus Convention, ratified by Croatia in 2007, and makes possible opening of the procedure against Croatia in front of the international bodies.

On the initiative of the Government Office for Cooperation with NGOs Green Action and the Ministry of Environmental Protection, Physical Planning and Construction representatives met on the 2nd October 2009. Green Action representatives repeated their requests for withdrawal of the Ministry¹s claim and for sanctioning of the persons responsibile for such intentional pressure on an NGO. On the other side Ministry representatives stated that they are not ready to give up on the further disciplinary process. In the last 10 days Green Action received support from numerous NGOs and initiatives of the civil society among which we would like to single out Green Forum (network of 42 NGOs and initiatives working on environment protection in Croatia), GONG, Centre for Peace Studies, Women's Human Rights Group - B.a.B.e., Croatian Youth Network, Volunteers' Centre Zagreb and independent student initiative for free education in Croatia.

Croatian Ministry of Environment attempts to shut down Friends of the Earth Croatia with court case over peaceful protest action!

boje-i-lakovi-mala2The Croatian Ministry of the Environment, Spatial Planning and Construction has launched a case at the Court of Offences in Zagreb against the biggest Croatian Environmental NGO, Zelena akcija / Friends of the Earth Croatia, threatening its closure with a fine of 50 000 to 110 000 euros for a peaceful protest action held in front of the Ministry on 12th March 2009.

The action consisted of a small group of activists exhibiting empty cans of paint and varnish in the shape of a question mark for 7 hours in front of the Ministry to protest at the Ministry's failure to implement the Waste Act and provide collection points for waste paint. The Ministry, however, in its statement described it as illegal dumping of waste, which carries a fine of 50 000 to 110 000 euros - a sum which would bankrupt the NGO.

Ironically, the action was successful and led to the provision of free waste paint disposal services at the recycling yards in Zagreb.

"The Ministry must drop the court case immediately and concentrate on the real polluters", said Tomislav Tomasevic the President of the Zelena akcija / FoE Croatia. "A fine of 50 000 - 110 000 euros for a peaceful protest action is ridiculous, particularly considering that Croatian oil company INA was fined just 15 000 euros in 2005 for decades of choking air pollution in the city of Sisak, and even then the judge imposing the fine was removed from his position afterwards".

"It is hard to see this court case as anything other than an attempt by the Ministry to silence the biggest and most successful environmental NGO in Croatia," added Jagoda Munic, the Vice-President of the NGO. "It is an embarrassing step backwards for a government which sees itself as leading the country towards EU membership".

Zelena akcija / FoE Croatia also calls on the Prime Minister Ms. Jadranka Kosor to take action against the politically responsible people in the Ministry.

FOEI and Zelena akcija / FOE Croatia are inviting you to the seminar:  “Campaigning in the South East Europe – summer training and skill-share” that will be held on the island of Sholta, Croatia from 20th to 26th July 2009.

This Seminar is a part of the Friends of the Earth International project: "Capacity building and networking among environmental NGOs and youth in South Eastern Europe with FOEI experience". The project will last for three years and it is supported by the MATRA programme of the Dutch Ministry of Foreign Affairs.

With this project, Friends of the Earth International together with its strongest local member group in South Eastern Europe, Zelena akcija / Friends of the Earth Croatia, aims to use its world-wide experience in grassroots environmental campaigning and link up with interested NGOs in South East Europe.

From 2009-2011 we will organise summer training seminars for NGOs on island of Sholta and we are whishing that NGOs interested would take part in the education during the three years.

 The 1st year training will focus on how to conduct a campaign, elements of campaigning, planning a campaign (case studies) and developing project proposals for campaigns for a particular NGO. We will also include a media training, fundraising training, and environmental advocacy and mobilization training.
